M. Faulkner. The "MC" acronym stands for the Military Conception of NATO, which defines NATO's operating concept and, specifically, the accession of new members (regular force, Arm forces, trainees, and territorial defence force) to NATO's activities (Article 5) and the "establishment of mechanisms to ensure the effective execution of Article 5". The Military Conception was agreed to by NATO member countries at their meeting in Washington in June 1989. Article 2 of the Treaty on European Union states that "...membership of the Union shall confer on each of them, as a rule and as from the date of the Treaty's entry into force for that Member, the benefit of the principles and values on which the European Union is based, as well as rights and duties deriving from that status". The European Council formally endorsed these principles in a Declaration of the European Council of March 1989. These principles include the "absolute respect for human rights and fundamental freedoms", the "political pluralism, democracy and the rule of law", the "development of a common defence policy" and other notions.
Member states have however, not always used this powers to the full extent, and Article 4 of the Treaty on European Union provides a mechanism for recourse for any member state if the rules are breached, including the imposition of a economic boycott or sanction against the offending member state by the others. In the light of the events in the 1990s, and in the wake of 9/11, the US has not insisted on adherence to the MC. The idea of "military professionalism" has also been questioned, especially with regard to the use of "soft power" (ie, low intensity conflict). There is thus a debate today as to whether the MC should be superseded by the principle of the "3 principles", a more flexible strategic concept that may provide a broader view of the organisation's current role.
Article 5 of the Treaty on European Union states that "NATO will extend military and civil assistance to any member state, as and when requested, and subject to the fulfillment of the conditions laid down in this Treaty". In practice, this has been the case.
All Member States are required by Article 8 to provide Military and Civil Assistance to other NATO members as required by NATO-EU military co-operation agreements. This task may include support provided for Operation Active Ende
